The Jawaharlal Nehru National Urban Renewal Mission is a major urban planning programme under which in the first phase, 65 cities comprising all those with population exceeding one million, state capitals and 20 other cities of religious and tourist importance are being covered. State governments have the flexibility of substituting the designated cities, with others. Thus, the JNNURM is the single largest central government initiative in the urban sector. To be given as grants- in-aid, the Mission expects that these will be used to leverage additional resources for financing urban development.
Under JNNURM the sub mission on Urban Infrastructure and Governance, UIG, envisages among other activities, the introduction of a system of e-governance using IT applications, GIS and MIS for various urban services; reform of property tax with GIS, and arrangements for its effective implementation so as to raise collection efficiency.
Current trends in Urban Planning Activities indicate that there is an urgent need for efficient information system which includes both spatial and non spatial data. IGiS Urban Decision Support System (UDSS) provides an information management system that is both feasible and extendible to sectors of urban Planning. IGiS urban provides solution to help cities manage urbanization challenges and achieve sustainability.
IGiS UDSS is very useful as it conforms to the guidelines for GIS mapping, MIS development and Integration of GIS and MIS for e-governance laid down by the Rajiv Avaas Yojana (RAY) keeping these guidelines in view, SGL has developed a web based vertical application, Urban Decision Support System (UDSS) around IGiS which provides all the required functionalities including integration with MIS for e-governance.
IGiS UDSS for urban planning:
IGiS UDSS helps to analyze the data spatially, offering possibilities of generating various options (modeling), thereby optimizing the whole planning process. This information system also offers interpretation of physical (spatial) data with other socio- economic data, and thereby provides an important linkage in the total planning process and makes it more effective and meaningful. This domain of planning is of prime importance for a country like India with varied geographic patterns, cultural activities etc. The purpose of using IGiS UDSS is that, maps provide an added dimension to data analysis which brings us one step closer to visualizing the complex patterns and relationships that characterize real-world planning and policy problems.
Projects in this field
The purpose of developing a Geographical Infomation System (GIS) of Dhalai district is to create the base infrastructure or foundation for the district GIS system which will be used to develop intelligent applications. It will modify, analyze, and interpret spatial data stored in the geo-database for implementation of plans. Urban Local Bodies, ULBs will be major users of the system.
The solution being implemented by SGL includes preparation of Base maps for the district and its ULBs, and using IGiS-UDSS for Data Integration and Modular Customization for ULBs. This system would be capable of integrating the database formats and applications already existing in district and its ULBs. The final Base Map of Dhalai district shall display layer attribute information for ULB Boundary, Plot, Building Information, Infrastructure (various layers), Rail Network, and Water bodies. The Land Information System will provide feature details of infrastructure, zoning, road network, utility network, land use/ land cover, etc. These base maps shall be prepared using high resolution satellite imageries coupled with departmental data from Dhalai district and Ambassa & Kamalpur ULBs.
SGL has been awarded a contract to design, develop and implement a Web based GIS application along with GIS database for Surat Municipal Corporation (SMC) to prepare the city for resolving the challenges of the future. The activities include preparation of Base map and Land information using high resolution satellite imageries coupled with departmental data from SMC. The final Base Map shall display layer attribute information for administrative boundaries, water, sewerage, road network and other utilities which will serve as the common base and projection system for spatial analysis. The Land Information System will provide feature details of infrastructure, zoning, road network, utility network, landuse and land cover, etc.
Data would be integrated by combining data residing at different sources and formats there by providing users with a unified view of this data on the same base and scale.
The main objective of the Preparation of Digital base map for urban/town Planning in SMC Area is by the GIS Method using High resolution Satellite images with a resolution of 0.61m/0.51m, updation of missing details by Total Station Survey and to generate 2D digital map data fit for producing hard copies of maps at basic scale of 1: 2000 and this base map data will be incorporated in a GIS system. This Base Map will be the base for infrastructure development for Urban/Town planning areas in Cities. The database structure proposed by Scanpoint would be used primarily to store, query and manipulate spatial data in accordance to NUIS standards.
